Job Description:

The Proposal Engineer is responsible for preparing technical and commercial proposals for projects in the oil and gas sector. They work closely with sales, engineering, procurement, and project management teams to develop competitive bids that align with client requirements and company capabilities. The role requires a strong understanding of engineering principles, project cost estimation, and contract management.

RESPONSIBILITIES:



Proposal Development:

• Analyze client RFQs (Requests for Quotations), ITBs (Invitations to Bid), and RFPs (Requests for Proposals) to determine project scope, technical requirements, and commercial terms.

Technical Evaluation & Documentation:

• Work closely with the engineering team to interpret technical drawings, specifications, and standards relevant to oil and gas projects.
• Prepare technical documentation, including compliance statements, method statements, and execution plans.
• Ensure all engineering calculations and design considerations align with client requirements and industry codes (API, ASME, ANSI, etc.).
• Coordinate with vendors and subcontractors to obtain quotations and evaluate their compliance with project requirements.

Commercial & Contractual Management:

• Develop cost breakdown structures and pricing strategies to maximize profitability while remaining competitive.
• Review and interpret contractual terms, highlighting key risks and deviations from company policies.
• Assist in negotiations with clients, suppliers, and subcontractors to ensure optimal commercial terms.
• Support contract handover to the execution team upon award, ensuring smooth project initiation.

Communication & Stakeholder Coordination:

• Serve as a key point of contact for clients regarding proposal clarifications and technical queries.
• Participate in pre-bid meetings, site visits, and technical discussions to gain a better understanding of project requirements.
• Liaise with internal departments to ensure alignment on project execution feasibility and resource availability.
• Maintain clear and organized documentation of proposals, revisions, and client correspondence.

Market & Competitor Analysis:

• Stay updated on market trends, competitor strategies, and emerging technologies in the oil and gas sector.
• Provide insights on pricing trends, cost benchmarks, and industry best practices.
• Support business development efforts by identifying new opportunities and contributing to bid/no-bid decision-making processes.
• Coordinate with multidisciplinary teams (engineering, procurement, and project management) to gather necessary inputs for proposal preparation.
• Develop and structure technical and commercial proposals, ensuring compliance with client specifications and industry standards.
• Create detailed cost estimates, including materials, labour, logistics, and overhead costs.
• Identify risks and propose mitigation strategies to optimize pricing and competitiveness.
• Ensure proposals meet all internal approval processes and submission deadlines.
