Position Details:
Job Role: Assistant Proposal Manager
Experience Required :
· Minimum of 15 years total experience in Estimation and Proposals, with good knowledge of EPC, Construction, maintenance and long term call off contracts in Oil and gas Industry.
· Minimum recent experience in KSA – 5 years is mandatory
· Field Experience in the construction/maintenance will be added advantage

Education: BE/BTech in Mechanical Engineering

Skills and Competencies:
- Tender review, estimation, project scheduling, costing and material takeoff for oil and gas facilities.
Key Responsibilities:
ITT Review and Scope Definition:
- Thoroughly review Invitation to Tender (ITT) documents.
- Prepare scope presentation and define the Tender Responsibility Matrix in accordance with the estimation process.
Tender Kick-Off and Risk Analysis:
- Participate in internal kick-off meetings.
- Identify potential risks and contribute to the development of bidding strategies.
Pre-bid Meetings and Market Intelligence:
- Lead discussions and finalize outcomes of Pre-bid Kick-Off Meetings (KOM).
- Conduct competitor analysis to support strategic bidding.
Technical Documentation Preparation:
Develop key project documents including:
- Project Execution Plan (PEP)
- Organizational Charts
- Resource Histograms
- Project Schedules
Site Visits and Reporting:
- Conduct site visits and compile comprehensive reports addressing site conditions, logistics, and potential challenges.
Client Interaction and Clarification Handling:
- Address ongoing technical and commercial clarifications during both pre-bid and post-bid phases.
- Support the tender team through to successful contract award.
Client Meetings:
- Represent the company in client discussions related to technical and commercial terms during tender submission.
Vendor Coordination and Technical Evaluation:
- Source compliant sub-vendor quotations for bought-out items.
- Conduct technical bid evaluations and comparisons.
Internal Coordination:
- Coordinate with relevant internal departments (particularly based in Oman) for compiling the techno-commercial proposal.
Cost Estimation:
- Prepare detailed cost estimates aligned with the tender specifications and addendums.
Proposal Compilation and Reviews:
- Compile complete technical and commercial proposals as per bid requirements.
- Participate in internal commercial review meetings for final approvals.
