Job Title: Senior Procurement Manager (CAPEX)
Reporting To: Head Procurement
Location: Mumbai
Role Purpose
Lead end-to-end OPEX procurement for hospital operations—covering clinical consumables, lab reagents (including reagent rental models), non-medical consumables, and critical services (FM, security, housekeeping, F&B, laundry, waste management, utilities, IT/SaaS, AMC/CMC, RCM, etc.). Deliver best value through TCO, service excellence, and governance, ensuring continuity of patient care, compliance, and cost efficiency.
Key Responsibilities
1) OPEX Strategy & Category Management
- Own the OPEX sourcing roadmap across categories: clinical consumables, disposables & PPE; lab reagents & controls; pharmacy trading items; CSSD chemicals; imaging & OT consumables; facility management; biomedical waste; linen & laundry; F&B/cafeteria; security; pest control; patient transport; utilities (power, water, diesel, medical gases); IT/SaaS; HR/outsourced manpower; insurance/TPA/RCM services; printing & stationery; repairs & maintenance.
- Develop category strategies with TCO & should-cost models; optimize contract coverage, volume leverage, and standardization.
- Structure rate contracts, blanket POs, catalogs/punchouts, and VMI/consignment where feasible.
2) Sourcing, Bids & Contracts
- Run RFI/RFP/RFQ and e-tenders; conduct technical-commercial evaluations with clinical, nursing, labs, pharmacy, biomedical engineering, FM, and IT stakeholders.
- Negotiate pricing, credit terms, delivery schedules, SLAs, KPIs, penalties/credits, and price-protection/escalation clauses.
- Draft and manage contracts/MSAs/SOWs, including AMC/CMC for OPEX services and reagent rental/placement agreements.
3) Service & Supply Assurance
- Ensure no stockouts of critical A/B class items; maintain service continuity with dual sourcing and buffer strategies.
- Align replenishment policies: min–max, EOQ, safety stocks, lead-time optimization; collaborate with stores for inventory accuracy and FEFO/FIFO.
- Govern SLA adherence (uptime, response/resolve times, cleanliness scores, food safety, turnaround times).
4) Financial & Commercial Rigor
- Deliver savings/cost avoidance, improve payment terms, and reduce working capital via inventory turns, consignment/VMI, and demand consolidation.
- Manage price revisions, indexation, and budget adherence; partner with Finance on PO/GRN accuracy, GST compliance, vendor reconciliation, and accruals.
5) Compliance, Quality & Audit Readiness
- Ensure compliance with applicable standards/regulations: NABH/NABL, CDSCO (where applicable for consumables/devices), Biomedical Waste Management Rules, FSSAI (for F&B), Fire & EHS, AERB (for radiology consumables), and hospital SOPs.
- Maintain complete documentation: approvals, tender files, evaluation matrices, contracts, service reports, SLA dashboards, audit trails, COAs/COCs/MSDS, vendor licenses & insurances.
- Enforce ethical procurement, anti-bribery/COI declarations, and segregation of duties.
6) Digital, Data & Process Excellence
- Leverage SAP MM/Ariba/SRM/e-Procurement for workflows, catalogs, POs, and contract management; lead catalog enablement and automation.
- Build OPEX dashboards: spend cube, category-wise savings, cycle times, fill rates, stockout incidents, supplier scorecards, and SLA compliance.
- Drive continuous improvement: SOP refresh, e-auctions, standardization, and demand rationalization.
7) Stakeholder & Vendor Leadership
- Lead a team of category buyers/analysts; coach for negotiation, analytics, compliance, and healthcare category depth.
- Manage executive stakeholders (COO, Clinical Chairs, Nursing, Quality, FM, IT, Finance, Legal) and strategic suppliers; perform QBRs, PIRs (post-implementation reviews), and corrective action plans.
Qualifications & Experience
- Education: Bachelor’s degree (Engineering/Science/Commerce); MBA/PGDM in Supply Chain/Operations preferred.
- Experience: 10–15+ years in procurement; deep OPEX exposure in hospitals/healthcare or related (medical consumables, lab diagnostics, FM/IFM, outsourcing, shared services).
- Proficiency in contracting/tendering, SLA design, e-auctions, and SAP MM/Ariba.
- Strong understanding of NABH/NABL, CDSCO classifications, FSSAI, BMWM Rules, EHS/Fire, and internal controls.
