Job Title: Senior Procurement Manager (CAPEX)
Reporting To: Head Procurement
Location: Mumbai
Role Purpose
Lead end-to-end CAPEX procurement for hospital infrastructure, advanced medical equipment, plant & machinery, and technology projects. Drive strategic sourcing, commercial excellence, regulatory compliance, and project delivery to ensure cost-effective, timely, and quality capitalization aligned with RFH’s clinical and operational objectives.
Key Responsibilities
1) CAPEX Strategy & Planning
- Own annual CAPEX sourcing plan aligned to hospital expansion, equipment upgrade cycles, and sustainability targets.
- Develop category strategies (Radiology, Lab, OT, ICU, Plant Engineering, IT/HTM) with TCO (Total Cost of Ownership) and lifecycle optimization.
- Build multi-year OEM/aggregator frameworks, rate contracts, and long-term service models (AMC/CMC, uptime SLAs).
2) Sourcing & Vendor Management
- Lead market scanning, RFI/RFP/RFQ, technical-commercial bid evaluations with Biomedical Engineering, Projects, and Clinical teams.
- Run tenders/e-auctions where appropriate; ensure competitive parity, transparent processes, and audit readiness.
- Develop and sustain strategic OEM partnerships; establish dual-sourcing for risk mitigation and supply continuity.
3) Commercial Excellence
- Negotiate CAPEX contracts focusing on pricing, delivery, warranty, installation, training, spares, consumable bundling, and performance guarantees.
- Structure AMC/CMC and uptime SLAs with measurable penalties/credits; secure multi-year cost protections.
- Drive savings, cost avoidance, and value engineering; publish should-cost analyses and negotiation playbooks.
4) Compliance & Governance
- Ensure compliance with AERB (for radiology), CDSCO device registration, NABH/NABL standards, OEM certifications, IEC/ISO norms, and hospital policies.
- Maintain robust documentation: approvals, BoQs, evaluation matrices, Board/Capex Committee notes, contracts, and audit trails.
- Oversee ethical procurement practices and conflict-of-interest declarations; ensure adherence to SOPs and internal controls.
5) Project Delivery & Capitalization
- Coordinate cross-functionally for site readiness, installation, commissioning, validation, and handover.
- Align with Finance for GRN, asset tagging, FA register, capitalization timelines, and CWIP closure.
- Monitor project milestones; escalate risks; ensure OTIF (On-Time In-Full) delivery against project schedules.
6) Data, Digital & Process Excellence
- Leverage SAP MM/Ariba/SRM/e-Procurement modules for requisitions, approvals, POing, and contract management.
- Track CAPEX KPIs via dashboards; drive process simplification, SOP updates, and automation.
- Maintain vendor scorecards and post-implementation reviews (clinical outcomes, uptime, TCO vs. baseline).
7) Leadership & Stakeholder Management
- Lead a team of buyers/category leads; mentor for capability building in healthcare CAPEX sourcing.
- Partner with Clinical Chairs, Nursing, Quality, Projects, Biomedical Engineering, IT, Legal, and Finance.
- Represent Procurement in Capex Committee, investment reviews, and management forums.
Qualifications & Experience
- Education: BE/BTech/ME (preferred) or Bachelor’s degree; MBA/PGDM in Supply Chain/Operations is an advantage.
- Experience: 10–15+ years in procurement with strong CAPEX exposure; minimum 5–7 years in hospitals/healthcare or medical devices/equipment manufacturers/integrators.
- Proven delivery of large CAPEX programs (e.g., MRI/CT/Cath Lab, Linac, Analyzers, OT tables/lights, CSSD, HVAC/Chillers, MGPS, IoT/IT infra).
- Hands-on with contracting, tendering, e-auctions, and SAP/Ariba; strong financial acumen (TCO, NPV/IRR, depreciation, AMC/CMC modeling).
- Knowledge of AERB, CDSCO, NABH/NABL, and hospital accreditation requirements.
